Let's say you're new to Snapchat, and you just found out what the blue heart means. It turns out that it can mean more than one thing, which can be confusing if you're not a frequent user of Snapchat.
If you are using Snapchat regularly and spending most of your time on it, then the blue heart means that you are best friends with someone.
You can become best friends with anyone by sending each other a lot of snaps, so being best friends in this way does not necessarily mean that the person is your actual friend or has any kind of exclusive relationship with them.
A blue heart can have a couple different meanings.

Congratulations! Your best friend—the one you send and receive the most snaps from—is awarded with a blue heart. You can have more than one best friend, so if you have more than one friend who meets this criteria, they'll each be awarded the same heart. It's a great way to find out who your true best friends are!

If you and your friend stop snapping back and forth as much as you used to, that blue heart will disappear. Don't worry, though: it will return when you start snapping again. If someone else has become your new best friend in the meantime, that person will be awarded with a blue heart instead of yours returning.
It can mean that you are best friends with someone.
By default, Snapchat will display the three friends you interact with most. Here's what each heart means:

Red heart: You send the most snaps to this friend and they send the most snaps to you

Pink hearts: You have been #1 best friends for two weeks straight. To get a pink heart, you must both snap each other more than anyone else for two weeks in a row

Yellow heart: You are #1 best friends with each other. The yellow heart turns red when you have been #1 BFs for two consecutive weeks

Purple heart: You have been #1 BFs with each other for 2 months straight

Green heart: You're on a Snapstreak! This means that you are on a streak of sending snaps back and forth. The number next to the fire emoji indicates how many days your streak is in a row
The number of best friends you have will determine the color of your blue heart.
First things first: if you have one best friend, you’ll see a blue heart next to their name on your Snapchat profile.
If you have two best friends, the heart will be green. If you have three best friends, the heart will be yellow. And if you have four best friends, the heart will be purple. You can also see how many snaps you've sent back and forth with each person by going to Friends in your Snapchat menu and swiping right on their name.
You could also receive the blue heart if you send a snap to someone who is #1 on your best friend list for over two weeks.
In addition to the other possible origins of the blue heart, you could receive this emoji if you send a snap to someone who is #1 on your best friend list. You have to keep that person as your #1 best friend for over two weeks, but then you will receive the blue heart. This can also happen if someone else on your friends list does the same thing with you.
This is a sign of mutual respect and recognition of a strong relationship. If you send this emoji to someone who is not your best friend (or even in your top 8), it means that you still value them as a close friend or want to become their best friend.
If someone sends you a snap every day, but isn't on your best friend list, it will turn red after two weeks and then, eventually, purple.
If you and a friend send snaps back and forth on a daily basis for at least two consecutive weeks, your heart will turn red. If you continue to send each other snaps daily after that, the heart will eventually turn purple.
In case you're wondering if your bestie is actually being truthful when they say they've sent you at least one snap a day, here's how to check:

Once you open a snap from your best friend, tap and hold on their name at the top of the screen. Their bitmoji should pop up with their score underneath it. This is their total number of snaps sent and received since joining Snapchat. (Yes, we know this can be embarrassing.)

Next to their username is an icon that represents who most frequently sends Snaps between the two of you – it could be either a smiling face icon or one of those hearts mentioned previously. Tap this icon to see how much time has passed since the last time that person sent or received a snap from you.

If the status says “minutes ago” then congrats! Your friendship is still intact and your relationship emoji will remain green for another day!

If you're one of somebody's best friends, they're one of yours too -- this is reflected by two pink hearts next to your names. If they're not one of your best friends, their heart will be grey and it won't say Best Friend below their name if you tap it.
